The announcement comes shortly after a major benchmark report — N-Day-Bench — showed that frontier LLMs including GPT-5.4 can now solve real vulnerability discovery tasks with 80%+ success rates. The dual-use implications of that capability are significant: the same models that can find vulnerabilities can also be used offensively. OpenAI's framing of "trusted access for defense" is partly a response to that tension.

The program extends a pattern OpenAI established with its Preparedness team and earlier cybersecurity partnerships. But the scale of today's announcement — and the explicit mention of "national defense" — marks a more direct alignment with government security interests than the company has publicly embraced before. Critics of AI labs getting close to national security establishments have argued it creates incentive structures that compromise independent safety evaluations.
